The General Plan The General Plan is the foundation upon which all land use decisions are made. This "master" or "comprehensive" plan expresses community development goals and embodies public policy relative to future land use, both public and private. Since the City's incorporation on October 7, 1964, Thousand Oaks residents have worked to ensure a "quality community with quality service." The City of Thousand Oaks General Plan was developed via a local process. A 100-member Policy Advisory Committee, representing a cross section of the Conejo Valley's population, worked to consider all ideas and alternatives for community development. The first Community Attitude survey - conducted in 1969 - was used for the the plan's foundation. On December 22, 1970 the General Plan was adopted.
