Then the proposal goes to City Council for hearing. City
Council may approve, disapprove or add limitations. |

Proposal maker then files a Law Suit against the city. (Was
this step determined before the process even begins?) |
| Step 5 |
The issue then goes BEHIND CLOSED DOORS in executive
session. |
| Step 6 |
The Issue is then miraculously resolved, project approved
and the public no longer has any say in the matter! |
